A whole half star. How?

Paid for and expected a full breakfast. Only Eggs on the menu. Shared dining room with Office. Bins outside, whole area a dumping ground. Room not very clean, old broken furniture. How on earth did this dump receive a half a star? Best bit - location but dont expect to park for free, residents permit required. Loved Exeter, hated the Crescent.
