reserved parking spot was taken

Reserved parking for car charging in advance as advised by the hotel. Got a numbered soot but it was occupied when we arrived. Needed to make phone call to find a new spot. At check in they just said afterwards”you can take any spot there, one does not need to follow the given numbering” This created unnecessay confusion and took our time to sort out. Why to give a numbered spot in the first place?
