ready cash twice for room rate

Although i have already paid using credit card via hotels.com， i still need to pay cash for room before check in and another cash equal to room rate for guarantee. I hope my payment using credit card will pay back to me by hotels.com. I book via hotels.com for non smoking room but i get smooking room when i check in. After enter the room， you will smell cigarette and the room floor in the bathroom and the floor surrounding outside the bathroom is wet + slippery. Furthermore， many moisquito and cockroach at the room. The service is bad and you need additional payment for wifi.
